government corruption in the 21st century is a fool's game. every penny of taxpayer money is electronically transferred and is designated for specific purposes. in the united states we are a government of the people. elected and appointed officials are our employees, not our 'leaders', and they need to be treated as employees. throwing corrupt elected and appointed officials in prison is our duty as citizens. and when enough elected and appointed officials go to prison the rest will stop stealing our money and start doing their jobs. read the history of the citizens' fight in beaumont on bcrg.org and the most recent audits, state controller's investigative report, s.e.c. subpoenas, and indictments on beaumontgate.org is the epa too corrupt to keep? the federal environmental protection agency was formed by president nixon at the behest of many california citizens, including my father. in the mid 60’s chemicals and pesticides were being developed for agricultural uses without considering the effects on the environment. crop duster airplanes were contaminating our dairy farm and pesticide runoff was contaminating the waterways. the epa was enacted to protect the citizens’ air and water. imagine my shock when i found a branch of the epa, the california water quality control board, aiding & abetting government corruption, forging epa documents, and using the agency for predatory purposes. the san gorgonio pass area is located in the high desert along highway i-10 in riverside county. unincorporated cherry valley has special zoning which requires each house to have at least one acre of land to keep cherry valley rural. the beaumont basin is the only natural water supply available to citizens living in beaumont and unincorporated cherry valley. a basin is like a bowl in the ground. the amount of water in a basin is dependent on three factors: amount of rainfall, amount of consumption, and the level of the groundwater. the beaumont basin has been in overdraft for over a decade and is nearly depleted. the beaumont-cherry valley water district is now using imported water to supplement 2/3’s of their water consumption. there is not enough water to sustain the pass area’s current population, yet thousands more houses are under construction. on july 19, 2017, the beaumont-cherry valley water district announced that enough water for 1,700 houses could be purchased for $55 million, but there was no guarantee that the water would be available in 20 years. on july 26, 2017, the san gorgonio pass water agency board meeting will do a presentation on “the rising costs of imported water.” in the last 20 years the city of beaumont has built 20,000 houses without complying with any state or federal laws regarding water supply, building standards, fire protection or roadways. some beaumont residents are over 20 minutes away from fire and safety protection. their water supply will run out long before their mortgages are paid off. for over a decade pass area residents have tried to stop the construction scam. citizen-activist groups cvan and bcrg were formed. numerous complaints were filed with the riverside grand jury, district attorney, riverside lafco, state water quality control board, state attorney general, and the fbi. over 500 petitions were sent to every county and state politician begging for intervention to stop the construction scam. with multiple layers of regulatory and investigative agencies; the citizens couldn't figure out how or why the city of beaumont’s elected and appointed officials were able to openly break numerous state and federal laws without any repercussions. i was hired by judy bingham on november 18, 2012, to perform a forensic audit on the city of beaumont. beaumont california will go down in history as the most corrupt city in the u.s.a. the city of beaumont is so corrupt it used a state resale license to steal sales tax from other cities and claim the tax revenue on their own financial statements. but what was even more shocking was to find numerous county and state agencies involved in beaumont’s corruption. the government agencies formed to regulate and investigate government corruption were not just grossly negligent in their duties; the agencies are involved in beaumont’s illegal activity. judy bingham, founder of bcrg, has been arrested five (5) times. during one arrest beaumont police officer christopher chester slammed 58 year old mrs. bingham down on the hood of the police car so hard that he broke her wrist and dislocated her shoulder. in 2005 the riverside district attorney’s office and developer/judge mark cope tried & convicted judy bingham for ‘making a terrorist threat’ because she was exposing beaumont’s illegal activity. in 2010, after over $100 million was embezzled out of beaumont’s sewer fund, the california water quality control board forged epa documents claiming the city had constructed a new sewer plant and a title 22 compliant recycled water facility. in 2012 the california water quality control board conspired with beaumont city councilman/riverside county building & safety director mike lara to use their agencies for predatory purposes by entering the bingham’s property on false pretenses to threaten their family business. the forensic audits clearly exposed multiple violations of state and federal laws. i filed complaints that resulted in the state controller’s office investigative report, s.e.c. subpoenas, and beaumont’s lockout of the bond market. the feds are the slowest, so it was puzzling that the s.e.c. moved faster than all local and state agencies. in april 22, 2015, the riverside district attorney’s office and fbi raided the city of beaumont and a year later indicted what became known as the ‘expendable seven’; beaumont city manager alan kapanicas, chief of police frank coe, public works director deepak moorjani, planning director ernie egger, economic development director dave dillon, finance director bill aylward, and city attorney joe aklufi. the citizens of the pass area thought beaumont’s construction scam had finally come to an end, but nothing has changed. the riverside d.a.’s office have yet to indict the councilmen that approved 20 years of conflict of interests, fraud, and misappropriation of government funds. beaumont citizens elected all new councilmen, but the new councilmen hired lawyers and consultants that were associates of the expendable seven. they covered up the past criminal activity and are continuing the city’s bond and construction scam. the city of beaumont is locked out of the bond market, but the council continues to approve making deals with developers to trade bond debt for mitigation fees. beaumont staff and council forged infrastructure certificate of completions and are now trying to find ‘private bank financing’ for the developers’ housing projects instead of the developers acquiring their own financing. in august, 2016, the california water quality control board faked an investigative order into beaumont’s sewer capacity and to this day continues to maintain that beaumont has a ‘state of the art’ sewer and recycled water facility; there’s just no invoices, receipts, or serial numbers and no one can see the infrastructure. beaumont has applied to the state for a $108 million loan to construct a sewer plant and recycled water facility that the city & state water board claim was constructed in 2010. b
